ORDER 1. We are not satisfied that the Collector acting under the rules framed under the District Municipalities Act, 1884, is a Court within the meaning of Section 195, Criminal Procedure Code. If he is not a Court no appeal lies to the District Judge. 2. We, therefore, dismiss the petition.
