JUDGMENT 1. We are of opinion that the words "Local Plague Authorities in Regulation 14 (3) of the Madras Plague Regulations refer to the plague authorities of the port of disembarkation. The Port Health Officer had no power to exempt the petitioner save as provided in Regulation 14 (3), and the petitioner must be supposed to have known the law. He was rightly convicted and the petition is dismissed.
