JUDGMENT 1. We are of opinion that this rule must be discharged inasmuch as there is no criminal complaint within the meaning of sec. 4 of the Code of Criminal Procedure upon the record, and the Magistrate therefore was neither bound to issue process nor to dismiss the petition. The Petitioner has his remedies in other ways which we need not specify.
