Short Note : 1. It was a petition under Article 226 of the Constitution of India for a writ to implement the order of promotion of the petitioner from an Agricultural Assistant (lower division) to Agriculture Assistant (upper division) retrospectively with effect from July 20, 1960 and for a direction to the respondents to give the petitioner consequential benefits with respect to his promotion retrospectively from July 20, 1960. Held: The petitioner on his own showing seeks implementation of an order which was passed 11 years before this petition was filed. That itself is a ground for dismissal. Repetition of representations does not afford any protection against the vice of laches. State of Orissa v. Samantaray. AIR 1976 S.C. 2617 relied on. Petition dismissed.
