Short Note : The first point that arises for consideration is about the maintainability of the petition in view of the earlier order of this Court. The contention of learned counsel for the petitioner now is that certain points raised in the earlier petition were not considered. But in the opinion of this Court, that cannot entitle him to file a second petition challenging the same order which was sustained earlier. It was for the petitioner to have urged all the points at the time of hearing of the earlier petition. If certain points were not urged then, although mentioned in the petition, it would be a wrong practice to allow the petitioner to file a second petition on those points. In view of these circumstances, this Court is of opinion that the present petition is not maintainable and has to be dismissed as such. Petition dismissed.
