JUDGMENT : The interim order dated 28th December 1982 passed by this Court shall be treated as a final order disposing of all the contentions in Writ Petition No. 10528 of 1982 pending in the Madras High Court. That Writ Petition will stand disposed of accordingly and the parties will obtain formal order in that behalf from the Madras High Court.
