( 1 ) THIS appeal is directed against the order dated January 21, 1982 made by the learned single Judge in W. P. 5872 of 1977. " ( 2 ) THE primary question that arose for consideration in the writ petition was "whether Dr. Vasantharaj, respondent-3 herein, was qualified for appointment as Reader in the Department of jainology and Prakrits in the Post-graduate department, Manasagangotri, mysore University, Mysore ?'' The learned Judge after examining the qualifications prescribed for the post answered the question in the affirmative. The same question arise for consideration in this appeal. ( 3 ) THE appellant, respondent-3 and another were applicants for the post of reader. The Board of appointment constituted under Section 49 of the Karnataka state Universities Act. 1976, interviewed the candidates on March 24, 1979. The Board, after considering the relative qualifications selected respondent-3 for the appointment. Accordingly, the Chancellor appointed him as reader. ( 4 ) WE may now set out the qualifications prescribed for the post of Reader. It is found in the notification dated june 4/6, 1977 issued by the University of Mysore. So far as it is relevant, it reads thus :"university OF MYSORE mysore Viswavidyanilaya Karyasoudha "crawfor Hall" mysore, dated 4/6th June 1977. ADVERTISEMENT application in the prescribed form in Eight sets are invited for the following teaching posts on or before 8th July 1977 from duly qualified candidate of.
