JUDGMENT : Uday Sinha and Abhiram Singh, JJ. The temporary permit granted to Respondent No. 3 is going to expire on 5th November, 1986. We, therefore, do not intend to quash the permit granted to the Respondent No.3. The application is, therefore, rejected. 2. We cannot help observing that despite the numerous pronouncements of this Court in regard to the grant of temporary permits, the Transport Authorities are flagrantly disregarding the law laid down by this Court, Grant of temporary permits without complying with the requirements of Section 62 amounts to contempt of this Court. Where there is no special occasion for grant of temporary permit, it should not be granted so glibly without regard to the requirements of Section 62. This Court will be forced to proceed in contempt against the Transport Authorities. We hope, the Commissioner who presides over the Regional Transport Authority will take note of this observation and refrain from granting temporary permits where there is no scope for it. 3. We find that temporary permits are being granted on Rahe-Ranchi route via Dundu since January 1985. If there is need for such a permit and if the traffic demands, steps should be taken for granting permanent permits rather than repeatedly granting temporary permits. 4. Let this ORDER :be communicated to Commissioner, Ranchi. Application dismissed with observations.
