ORDER : Issue notice returnable on 5.1.1987 confined to the question as to why on the basis of the petitioners representation dated 10th April, 1986 addressed to the Home Secretary to the State Government complaining that the documents in English were not understood by him as he only knew Hindi was not properly attended to within time and to consider its effect on the detention order. All other contentions advances are dismissed.
