ORDER : 1. Time to implement this Court's order dated July, 25. 1986 is provisionally extended till January 31, 1987. Civil Misc. Petition No. 32295 of 1986 2. The posts of Senior Clerks in the Supreme Court Registry will be treated as equivalent to the posts of Upper Division Clerks in the Delhi High Court and the benefit of our order dated July 25, 1986 will be given to them. The Senior Clerks will now be given the same scales of pay as has been given by the High Court to the Upper Division Clerks by its judgment dated October 10, 1986 with effect from October 31, 1966. 3. The posts of Junior Clerks in the Supreme Court Registry will be treated as equivalent to the posts of Lower Division Clerks in the High Court and the benefit of our order dated July 25, 1986 will also be given to them. The posts of Senior Library Attendants of the Supreme Court Registry will be treated equivalent to the posts of Restorers in the High Court and the benefit of our order dated July, 25, 1986 will be given to them. Same pay scales will be given to the Junior Clerks and Senior Library Attendants of this Court as has been given to the Lower Division Clerks and Restorers respectively in the High Court of Delhi by its order dated November 11, 1986 and December 12, 1986 with effect from May 24, 1984 and January 1, 1978 respectively. 4. The Assistants of this Registry will be given the same scales of pay with effect from the same date from which it has been given to the Stenographers (i.e. Rs. 550.900) of this Registry after this Court's order dated July 25, 1986. 5. The Stenographers of this Registry will be treated at par with the Senior Stenographers of the High Court of Delhi and the revised pay scales will be given to them from the respective dates from which the High Court has allowed by its order dated December 10, 1986. li Civil Misc. In modification of our order dated December 12, 1986, we direct that the Class IV employees of this Registry will be given the same scales of pay with effect from the same date as is being given to Class IV employees in the High Court from January 1, 1978 by its judgment I dated January 7, 1987 after adjusting whatever has been paid to them. The Section Officers/the Court Masters/the Private Secretaries of this Registry will be entitled to the benefit of two advance increments 2 in the initial fixation of their pay which was being given to them hitherto. Senior Library Assistants will be treated at par with the Section Officers/the Court Masters/the Private Secretaries and the scale of pay 2 which is being given to the Section Officers/the Court Masters/the Private Secretaries may also be given to them. 9. Assistant Librarians will also be treated at par with Assistants of this Registry and the scale of pay which is being given to Assistant will be given to Assistant Librarians with effect from the same date as 3 it has been given to the Assistants. The arrears to be paid to the employees will he spread over in the previous years under the provisions of section 89 read with Rule 21(A) of 3 the Income-Tax Act, 1961 in terms of the judgment of this Court in Sant Raj and Anr. v O.P. Singla and Anr., reported in 1985 (2) SCC 349 . 12. Copies of all the interim orders passed by this Court will be corn municated to the Fourth Central Pay Commission to be taken into 4 consideration in making the final report.
