(1) SPECIAL Leave granted. After hearing the learned counsel of the parties we modify the penalty imposed on the appellants as follows: (2) THE orders dismissing the appelant are set aside. The appellants are re-instated in service but a penaltyel reduction by two stages in the time scale of their pay is imposed for a period of two years without commula- live effect. The appellants will not earn Increments during the pendency of the penalty. The appellants are not entitled to any back wages till the date of re-instatement. The continuityet service shall, however, be main- tained. The appellants should report for duty within four weeks at the place at which they were working formerly and take a posting order from the authority concerned. The appeals are accordingly allowed to the above extent. No Costa.
