JUDGMENT S.K. Dhaon and R.P. Singh, JJ. - In view of the subsequent events that had happened the special leave petition has become infructuous and is dismissed accordingly. We, however, express no opinion in the point of view expressed by the High Court about the power of the Secretary with regard to the transfer.
