JUDGMENT : 1. Having regard to the issues raised in the judgment of the Court of Andhra Pradesh at Hyderabad, which is under Special Leave Petition in this Court, it is desirable that the matters should be heard by a Constitution Bench. 2. In view of the larger question of the jurisdiction of the Court we refer the matters to the Constitution Bench. The matters may be placed before Hon. the Chief Justice of India for constituting a Constitution Bench of this Court to dispose of the matters as large constitutional questions are involved in these matters. The matters may be placed before Hon. the Chief Justice of India for appropriate directions and the parties will be at liberty to mention before the Hon. Chief Justice of India for an early hearing and expeditious disposal of the matters. The matters require early disposal.
