ORDER : 1. Special Leave granted in both the matters. The Civil Miscellaneous Petition No. 23279 of 1988 will be listed and heard along with 5 the appeals. 2. We trust that it will be possible for the High Court to dispose of the case expeditiously which relate to this matter and in which orders have been reserved by it. 3. A common paper-book will be prepared by agreement by learned 10 counsel for the parties for the hearing of these appeals. Copies of the paper-book will be filled within three weeks from today. 4. Both the appeals will be listed for final hearing on 1 November, 1988 at the top of the list subject to over-night part-heard cases. 5. Mr. Vibhuti Jha representing the Zahreeli Gas Kand Sangathan 15 Morcha and the as Jana Swasthya Kendra is permitted to intervene during the hearing of these cases. The interveners are permitted to file written submissions within 5 weeks from today. There will be no oral argument by the interveners. 6.
