JUDGMENT 1. Upon hearing learned Counsel for both the parties, we dispose of this writ petition finally with the following directions: 1. The respondent no. 2 shall dispose of the stay application made by the petitioner (Annexure A-7 to the writ petition) within two weeks from the date a certified copy of our order is produced before him by the petitioner. 2. Until the disposal of the aforesaid stay application ; the recovery proceedings will not be enforced against the petitioner. 3. The petitioner will be heard by the respondent No. 4 on the detention order dated 29.9.1988 (Annexure A-13 to the writ petition) and after hearing that can be maintained only to the extent, the detention is necessary to satisfy the outstanding demand arising from the order dated 7.3.1988 (Annexure A-5 to the writ petition). The balance of the goods detained will be released to the petitioner. 2. A copy of this order may be given to the petitioner, today on payment of usual charges. The petitioner will produce a copy of this order before the respondent No. 2 within a week from today.
