ORDER : 1. Special leave granted. 2. In view of the decision of the Constitution Bench of this court in Union of India & Anr. v. Raghubir Singh (dead) by Lrs. etc. ( 1989(2) SCC 754 ) and the admitted fact that the court's award is of 16-2-85, the benefits of the 1984 Amending Act were applicable. Therefore, there is no merit in the appeal. It is accordingly dismissed. No costs.
