ORDER : The Ministry of Social Welfare as re-presented by Ms. Subhashini is the appropriate Ministry to be impleaded in the matter and, therefore, notice to the Ministry of Home Affairs is withdrawn. 2. We have seen the report of the Registry which indicates that apart from Union of India six States have complied with the direction of 19th September, 1989. We now find that notice had been issued on the basis of the order dated 19.9.89. (5) Home Secretary, State of Haryana,Chandigarh. (14) Chief Secretary,State of Rajasthan, Jaipur. (6) Home Secretary, State of Jammu & Kashmir, Srinagar. (15) Home Secretary, Delhi Administration, (7) Secretary, Delhi. Law & Judiciary Department, State of Maharashtra. (16) Joint Registrar, High Court of Judicature at Allahabad, Allahabad. (8) Chief Secretary, State of Karnataka, Bangalore. (17) Home Secretary, State of Gujarat, Ahmedabad. (9) Chief Secretary State of Kerala, Trivendrum. 3. The Registary is directed to issue notice to the appropriate Officer calling upon him/it to show cause by appearing in person, in this Court on 9th February, 1990, at 10.30 a.m. as to why contempt action shall not be initiated. 4. Notices shall be issued for the first time to the following States bringing to their notice our order dated 19th September, 1989 and these would not be the same notices as issued to the other parties. (5) Chief Secretary, Arunanchal Pradesh. (5) Chief Secretary, Pondicherry. (6) Chief Secretary, Goa. 5. These notices shall also be returnable on the same day.
