ORDER : 1. Chief Secretary, State of Karnataka, makes his appearance today as directed. Counsel on his behalf states that compliance report is being filed in Court today. The appearance of the Chief Secretary is dispensed with. 2. Mr. Poti appears for the Chief Secretary of the State of Kerala and says that the compliance has been carried out. Affidavit of compliance shall be filed on Monday the 12th instant as undertaken by him. 3. Law Secretary of the State of Madhya Pradesh enters appearance through counsel and says that there has been total compliance of the directions of this Court and affidavit is filed. The appearance of the Law Secretary is dispensed with. 4. The time in respect of the State of Manipur is extended by two weeks as election to the State Assembly is taking place on the 12th of this month. The affidavit of compliance shall be filed as undertaken by counsel on or before 23.2.90, 5. Four weeks' time is allowed to the High Court of Allahabad to frame its rules and to report due compliance of the directions contained in the judgment. Mrs. Dikshit appearing for the Joint Registrar, to whom notice was issued, undertakes to do so by 9.3.1990. 6. When the matter was called the States of Andhra Pradesh, Bihar, Haryana, Jammu & Kashmir, Maharashtra, Orissa, Punjab, Rajasthan, Delhi Administration, Chandigarh and the State of Gujarat did not respond. The Registry shall put-up a note on Tuesday the 20th instant as to whether notices have been served on them so as to enable the Court to take further action for enforcement of the directions of this Court in the judgment. Standing counsel, if any, of the defaulting States may be notified to remain present on the 20th instant.
