JUDGMENT : 1. The arguments in this appeal were heard along with Civil Appeal No.4532(NCE) of 1990. Identical point is involved in both the appeals. For our reasons in the judgment delivered in Civil Appeal No.4532(NCE) of 1990 today, we dismiss this appeal with no order as to costs.
