JUDGMENT : M.H. Kania, J. 1. Leave granted in both the special leave petitions. 2. In view of our judgment just delivered in the Civil Appeal arising out of S.L.P. (Civil) No.11421 of 1991, these appeals are allowed and the impugned judgments and orders are set aside. Regarding the acceptance of the nominations there will be an order in the same terms as in our judgment in the Civil Appeal arising out of Special Leave Petition (Civil) No.11421 of 1991. 3. There will be no orders as to costs.
