JUDGMENT : 1. Interlocutory Application No.2 of 1992 for intervention is allowed. Dr. Arvind Gupta is impleaded as the 4th respondent in the appeal. He appears in person and states that the copy of the petition of appeal has been served on him. 2. The learned Additional Solicitor General appears on behalf of respondents. We have heard the learned counsel for the appellants, the learned Additional Solicitor General and Mr. Arvind Gupta - intervenor in person. 3. The appeal is admitted and will be placed for final hearing in the third week of January, 1993. In the meantime, the operation of the impugned orders dated 7th and 9th September, 1992 shall remain stayed. The appellant company shall be entitled to make allotment of their debentures. The appellants are directed to bring to the notice of the investors/allottees about the pendency of this appeal in this court that the allotment of debentures is made subject to the final decision in the appeal.
