JUDGMENT : We have heard counsel on all sides at length. We have considered the judgment of the learned Single Judge of the High Court as well as the affirming judgment of the learned Judges of the Division Bench of the High Court. We see no ground to interfere with the impugned judgment. The Civil Appeal is, accordingly, dismissed with the costs of the first-respondent, the writ petitioner.
