JUDGMENT : 1. Mr. S.K. Bhattacharya, the learned counsel representing the respondent No.1 Dr. Ii. Borababu Singh, Speaker, states that he does not know the present whereabouts of the, respondent No.1. He prays for time for filing the affidavit on the ground that the Speaker is not well. As the last chance, we are adjourning this case to Tuesday next. The affidavit must be filed before us when we assemble in Court at 10.30 A.M. We refuse to adjourn the matter any further. We have pointed out to the learned counsel that since this affidavit can be prepared and sworn not necessarily in Delhi, It is immaterial whether the respondent is personally available in Delhi or not for that purpose. 2. The respondent No.2 Secretary is present in Court. He is directed "to be present personally again on Tuesday next. He states that the Speaker came to Delhi on the 9th February, 1992 from Imphal and according to the information received from the Deputy Resident Commissioner Mr. P.C. Sharma he left Delhi yesterday at about 9.30 A.M. by I.C.-889. However, he adds that since he reached Delhi later yesterday he could not personally meet Dr. H. Borobabu Singh.
