JUDGMENT 1. - Heard learned counsel for the parties and perused the case-diary. 2. The occurrence relates to 22nd February, 1990 and the name of the present accused was not known till August, 1990, and that of Ranjeet Singh, (who has disclosed the name of accused petitioner) co-accused who was arrested in the case named as one of the accused first. Ranjeet Singh, himself has been bailed-out in this case. 3. In this view of the matter, I am inclined to grant pre-arrest bail to the accused petitioner more particularly, because the applicant is an elected Sarpanch of Gram Panchayat, Chhureti, Surehati and also the General Secretary of Haryana Arya Yuvak Parishad, besides having other political affairs. 4. The SHO/Arresting/I.O. Police Station, Buhana, in F.I.R. No. 7/1990, is, therefore, directed that in the event of arrest of the petitioner Rampal Shastri, shall be released on pre-arrest bail, provided he furnishes a personal bond in the sum of Rs. 5,000/- together with one surety in the like amount to his satisfaction on the following conditions:- 1. that the petitioner shall make himself available for interrogation by a police officer as and when required; 2. that the petitioner shall not directly, or indirectly, make any inducement, thereat or promise to any person acquainted with the facts of the case, so as to disuade him from disclosing such facts to the Court, or any police officer; and 3. that the petitioner shall not leave without previous permission of the Court.
