JUDGMENT : Special leave granted. Counsel heard. 2. The operation of the impugned order is stayed save to the extent set out hereafter pending the hearing and disposal of the writ petition on the condition that the petitioner-company undertakes through counsel that no disconnection will be effected for non-payment of additional charges in respect of additional or bold entries and that every bill will carry an endorsement which might be either printed or in rubber stamp that:- "It is clarified that non-payment will not entail dis-connection of your telephone." It is further directed that pending the hearing and final disposal of the writ petition as far as two additional lines are concerned, the bills shall be sent only as permitted by the High Court where the additional entries are in the names of two different persons in the same family as the subscriber. The High Court is requested to dispose of the writ petition as early as possible, and, if possible, by the end of this year. 3. It is agreed by the Telephone Nigam that there will be no further increase made in the charges for printing the entries without leave of the court. The petitioner - company further undertakes to keep a separate account in respect of the additional charges collected by the Nigam stating as to what amount has been collected from different subscribers. 4. The appeals are disposed of as aforestated. No costs.
