JUDGMENT : Special leave granted. Counsel heard. 2. At present it is not disputed that a complete building has been put up on the plot of land in question. In these circumstances, we quash the order dated February 29,1980 cancelling the allotment of the land. 3. We, however, leave it to the Chief Administrator to impose any penalty or to take any action against the appellant, as may be open to him according to law, for the delay in construction. 4. The appeal is disposed of as aforestated with no order as to costs.
