JUDGMENT : 1. We have heard Sri Kapil Sibal, learned Senior counsel for the Advocate-on-Records Association, the first petitioner, Sri M.S. Ganesh,, petitioner in person and Smt A. Subhashini, learned counsel for Union of India. 2. Advocate Generals of the States shall be notified in these proceedings with a view to enabling them to intervene and make their submissions, if they so desire. Information of the listing of the matter and the hearing schedule shall also go to the Registrars of the High Courts. The Standing counsel for various States in the Supreme Court shall also be notified. 3. Both the parties as well, as those who desire to intervene shall file the outlines of their submissions and brief written submissions by the 5th of March, 1993. 4. The matter shall be listed for final hearing from the 17th March, 1993. On 5th of March, 1993 the schedule of hearing and the apportionment of the hearing-time amongst counsel will be indicated.
