JUDGMENT : 1. Applications for intervention and impleadment are allowed. 2. Issue notice to Attorney General who is present in the Court and he taken notice. 3. The matters will be listed on 7th April, 1993 for Commencement of effective hearing and the entire arguments will conclude by 11th May, 1993. The time schedule which has been agreed by both the parties will be kept on record. The counsel for the Union Government is directed to furnish all the relevant circulars past and present uptodate and information regarding vacancies that are existing upto date on or before 17th March, 1993 to the Court as well as to the counsel for the petitioners. 4. In response to our earlier order dated 9.2.93 Advocate General of fourteen States are representing on behalf of their respective States before the Court after taking notice. Learned counsel appearing in the side of the petitioners have to submit their written submissions by 17th March, 1993 and the written submissions on the side of the respondents shall he submitted by 24th March, 1993. The arguments will be continued except on day for hearing SLPs. Learned Attorney General will file his written submissions by 30th March, 1993.
