JUDGMENT 1. - This is second appli cation for bail; first having been rejected and after permission given for filing the second after the statement of prosecutrix Kumari Reenesh Dube, are recorded. The statement of Kumari Reenesh Dube, has been recorded on 3rd August, 1993 and subsequent to that this bailapplication has been filed. The statement of Kumari Reenesh Dube, has also been placed on record. I would refrain from making comments on the statement of this witness as it is likely to prejudice the case of either parties at trial. But suffice it to say that the manner in which the whole incident has been narrated it is clear that a complete and thorough investigation of this case would have brought several other sex scandals could be found out, where several persons might have been involved. 2. The statement of the prosecutrix indicates the fact that the circumstances of this case are not very different then the case which has been unearthed at Ajmer. While I was dealing with the case of Mahesh Ludhiani v. The State S.B. Cr. Misc. Bail-Application No. 1115/1993 decided on 29th March, 1993 , while rejecting the same I had indicated that there may be identical cases at Kota, Bhilwara and Bikaner also and lately Jaipur too and since after then further investigation has been ordered in Ajmer case where it has been brought to my notice that two video cassettes of blue films have already been recovered by a new team of investigation which reflects upon the inadequate and poor investigation by the earlier team which filed the charge-sheet in the case. This case also appears to be identical and may be that some gang might be operating who is indulging in such outrageous activities of raping innocent girls of Schools and Colleges and then backmailing them after taking nude photographs. The circumstances of the case does not persuade me to accept this application for bail and the same is dismissed. 3. Before parting with the case, I would like to observe that it is the need of the hour that the Director General of Police and Senior Police Officers of the State, appointed a team of dedicated and honest officers to look into all these cases and bring the offenders to books. 3. It maybe possible that several important persons might be involved in the incident but a thorough investigation in all the matters at all the five centres would at-least put a check to recurrence of such incidents for which several farms and guest-houses are being used. A strict vigil is essential for stopping the further degeneration of the society. There may be difficulties in recording the statements of several girls who may now be married or may not be wanting to cone forward to give statements in Courts for that in order to maintain the secrecy the Courts may be requested to have the proceedings in camera and also not to disclose the whole names of the prosecutrixes in the first instance. It would behove the Sub-ordinate Courts also to lend assistance to the police in maintaining the secrecy in such matters. AUGUST8 Application dismissed. *******
