The question before the High Court was whether the respondents were entitled to the higher pay scales in terms of the Circular/letter dated July23. 1957 issued by the erstwhile State of Punjab. It was not disputed before the High Court that subsequent to the Reorganisation Act 1966, the said circular was applicable to the teachers employed in the education department in the state of Haryana. The respondents claim that they were Junior Basic Training Teachers and were in Group I of Category B. According to them they improved their qualifications and as such were entitled to pay scales of Group II in category B. Relying upon tie Circular/letter dated My 23, 1957 as interpreted by this Court in Punjab Higher Qualified Teachers2 Union (Non-petitioners) and Ors. v. State of Punjab and Ors ( 1988 (2) SCC 407 ), the High Court allowed the writ petition filed by the respondents and granted them the pay scales asked for by the respondents. 3. We have been taken through the judgment of the High Court. We see no ground to interfere. We agree with the reasoning and the conclusions reached therein. The appeal and the SLPs are dismissed. No costs. C.A. No. 5377/90 The High Court following its earlier judgment in C.W.P. No. 4403/87 (Sapttar Singh and Ors. v. State of Haryana), allowed the writ petition filed by Sat Pal Upadhyay and other respondents in the appeal herein .The State of Haryana has come up in appeal against the said judgment This court of Haryana has come up in appeal against the said judgment. this court upheld the judgment of the high court Saptter Singhs case by the order dated April 4, 1994 in SLP (C) Nos.6730-33/94 and 2064-74/89 and other connected matters.
