JUDGMENT : 1. Shri K. Padmanabhiah, Secretary, Ministry of Urban Development and Shri K.K. Madan, Director General (Works), C.P.W.D., who are present in Court, submit that possession of Bungalow No.AB-20, Bhagwan Dass Road/Mathura Road, New Delhi, having been obtained by the authorities, the demolition of the construction thereon and preparation of the plan for construction over the area covered by Bungalow Nos.AB-20 and 21, Bhagwan Dass Road/Mathura Road, New Delhi, would be commenced forthwith and it is expected that this part of the work would be completed by 31.3.1994, for which purpose full-efforts would be made by the concerned authorities. They also submit that the commencement of the work of construction of the lawyers chambers over the land covered by Bungalow Nos. AB-20 and 21, Bhagwan Dass Road/Mathura Road, New Delhi, will be possible only after possession of Bungalow No. 21, Bhagwan Dass Road/Mathura Road, New Delhi also is available and the construction thereon has been demolished. They assure us that the assistance needed by the Bar Council of India for obtaining the occupation certificate of their new building at Rouse Avenue would be given but it is the Bar Council of India which has to apply for obtaining that certificate from the concerned authorities. Shri R.K. Jain, President to the Bar Association, submitted that he would get in touch with the Chairman, Bar Council of India and request him to do the needful to enable early commencement of the work of construction of the lawyers chambers on this site and for this purpose delivery of possession of Bungalow No. AB-21, Bhagwan Dass Road/Mathura Road, New Delhi by the Bar Council of India to the concerned authorities. 2. It may be mentioned that the proposal now is to make the lawyers chambers on the area covered at present by Bungalow Nos. AB-20 and 21 instead of the area known as 'Dhobi Ghat', the former being the larger and more convenient location compared to 'Dhobi Ghat'. 3. In these circumstances, we place the above facts on record and adjourn the case to be listed on 31.1.1994.
