ORDER : We have today pronounced judgment in Civil Appeal Nos. 3038-3048 of 1987 titled State of Himachal Pradesh v. Amar Nath Sharma Ors. For the reasons recorded in the said judgment, we allow this appeal and set aside the High Court judgment and dismiss the writ petition filed by respondents 1 to 22 before the High Court. No. costs.
