JUDGMENT : N.P. Singh, J. For the reasons mentioned in the case of Bhubaneshwar Singh and another v. Union of India & Ors. (Writ Petition (Civil) No. 1642 of 1986), disposed of today, all the above-mentioned matters are dismissed. But in the facts and circumstances of the cases, there shall 'be no order as to costs.
