JUDGMENT : In Item No. 49: Issue Rule nisi. 2. Issue notice on stay petition also. One weeks time is granted for filing counter affidavit. List the stay petition after one week. 3. It is obvious that any admissions or appointments made meanwhile shall be subject to the final orders passed in the stay petition. The Government shall also give due publicity to this order. 4. Having regard to the importance of the questions raised in this petition, it is appropriate that this petition is heard by a Constitution Bench. The matter may be placed before the Honble the Chief Justice of India for appropriate orders. IA No. 13 in Item No. 3 5. The. State shall file its counter affidavit by Monday. The counter shall be served on the petitioners' counsel a day or two earlier to Monday. List the IA No. 13 on Monday i.e. 8.8.94, Item No. 36 6. No orders for the time being.
