JUDGMENT : 1. Some of the question which are raised in these Writ Petitions seem to require interpretation of certain provisions of the Constitution. It is, therefore, appropriate that the matters is heard by a Constitution Bench consisting of five Honb'le Judges. 2. Issue notice to Attorney General also.
