JUDGMENT : 1. Pursuant to this Court's order dated October 13, 1995 Mr. Vijay L. Kelkar, Secretary, Ministry of Petroleum & Natural Gas has filed an additional affidavit. In the affidavit he has given a list of all those. persons who were allotted petrol pumps/dealership and who are stated to be related to Ministers/Politicians, Members of Oil Selection Boards or to the Members of the Board themselves and to those who are said to be related to various officials in the Ministry. All these allotments have been made by Mr. Satish Sharma, Minister-in-charge out of his discretionary quota. Mr. Altaf Ahmid, learned ASG states that be will file a list of the persons who were given allotments alongwith the addresses within two days. Registry to issue notice to all these persons returnable on 9.1.96. 2. Copy of the affidavit filed by Mr. Vijay Kelkar dated Oct. 28, 1995 shall be sent by the Registry along with the notices. No other document need be sent along with the notices. The Minister may, if, he so desires, file an affidavit in this Court. The petitioner to file process fee etc, within two days. 3. The proceedings before the Delhi High Court in W.P. 4003/95 and other connected writ petitions are stayed fill further orders. 4. We request Mr. Kapil Sibal, President of the Supreme Court Bar Association to assist this Court in this matter. The Registry to supply a copy of the news item and the two affidavits filed by the Secretary to Mr. Kapil Sibal. 5. List on 9.1.1996.
