ORDER : In Writ Petition (C) No. 793/95: 1. Dr. D.C. Vohra, an Advocate of this Court, has filed this Writ Petition for certain reliefs which are already the subject-matter of other petitions, which are pending before this Court. Dr. Vohra, therefore, states that he may be permitted to withdraw this petition as he does not want to multiply the number of petitions on the same matter raised in other petitions. Therefore, this petition will stand disposed of as withdrawn. In Writ Petition (C) No. 818/95: 2. Learned counsel for the petitioners states that he may be permitted to delete the names of respondents Nos. 5, 6 and 7 from the cause-title of the petition. Their names may be deleted. Counsel will supply to them the paper books within two days from today. The rest of the directions will be as given hereinbelow. In Writ Petition (C) Nos. 801/95, 691/95, 716/95 & 818/95: 3. The respondents should file their counter affidavits before 29th December, 1995 and exchange them, with counsel for the co-respondents as well as the petitioners. This should he done inter se notwithstanding the fact that the Supreme Court Registry may be closed. They may be handed over to the Registry on the day it is open thereafter. The petitioners will file their rejoinders within one week thereafter. They also should exchange the rejoinders the same way as the counter and the counters as well as the rejoinders should be lodged with the Registry latest by 5.1.1996. The matters may be posted for hearing on 9.1.1996. Counsel are put to notice that they would be finally heard on that day. W.P. (C) No. 793/95, etc. 4. Mr., Sunil Kumar Singh who is present in Court states that he has instructions from Shri Sukh Ram, Minister of State for Communications, to take notice. He also states that he will have the counter filed within the time permitted by this Court, if he decides to file a counter. 5. Since we are giving an early date for disposal of these cases, we would desire that the status quo be maintained till then. We may, however, clarify that the tenders invited for 13 other circles will not be withheld and the authorities can continue to process them but granting of contracts may be done only after 9.1.1996 subject to permission being obtained from this Court. 6.

We would also like to make it clear that since the Court is looking into the matter, the parties and their counsel should refrain from indulging in any sort of publicity, whatsoever. We also make it clear that this should, however, not be understood to debar any discussion in the Parliament. In Writ Petition (C) No. 716/95: 7. The respondents have already been served. Counters and rejoinders to be filed as directed hereinhefore. In SLP (C) Nos. 13583-13585/95: 8. Special leave granted. 9. By consent, the order passed by the High Court will stand substituted by the order passed by this Court. The appeals will stand disposed of accordingly with no order as to costs.
