JUDGMENT : 1. In pursuance of our order dated 20.1.1995 affidavits have been filed by the Senior Superintendent of Police, Gurdaspur, the Deputy Secretary, Home in the Office of the Government of National Capital Territory of Delhi and by the Jail Superintend, Jail No.1, Tihar Jail, New Delhi. Having gone through these affidavits and heard counsel for the parties we are of opinion that the State of Punjab should deposit a sum of Rs. 50,000/- which shall be paid to the petitioner as an interim compensation. The amount shall be deposited within three weeks from to-day before the Registrar General of this Court who shall pay the same after being satisfied about the identity of the petitioner. 2. We are of further opinion that the affidavits do not satisfactorily explain the, killing of Gurmeet Singh. Therefore, we direct that C.B.I. enquiry may be held and the papers may be sent to the appropriate authority for holding enquiry and submit a report within three months. Necessary expenses for the C.B.I. enquiry shall be borne by the State of Punjab and the State of Punjab shall render all possible help in completion of the enquiry at on early date. 3. The petition may be listed after the Report is received after three months.
