JUDGMENT : 1. We have heard learned counsel for various parties very briefly. There are a number of issues which have to be sorted out/clarified. We have requested learned counsel for the parties to frame the issues and place them on the record for our assistance. They may do so within this week. The hearing of these issues is likely to take a minimum of one day. There is an urgency in the matter because the admission to various colleges/institutions is involved. We, therefore, direct the Registry to list this matter for hearing on August 8, 1995 at 10.30 AM. All the applications be listed on that day. 2. We further direct that so far as admission to various courses is concerned, the status-quo, as on today, shall be maintained till August 8, 1995. 3. We issue notice to the Reserve Bank of India, to be present at the hearing, to assist the Court in evolving a scheme for providing study loans to the deserving students to be disbursed by various scheduled banks in the Country. Registry to serve the notice within two days. Part Heard.
