JUDGMENT : 1. Mr. Tulsi, learned Additional Solicitor General, states that the list of various categories of houses which were allotted on the recommendation or on receipt of directions from Prime Minister's Office is still under preparation. He seeks further time to complete the list. He may do so and place on record the same before 9th July, 1996. 2. Pursuant to this Court's Order dated April 25, 1996, Mr. Tulsi has placed on record his report regarding the case of Ms. Raj Usha Chopra. She was allotted Type V Bungalow No. 6-A, Telegraph Lane, New Delhi as a social worker on leave and licence basis for a period of three years with effect from October 1, 1987. The period of over-stay from October 1, 1990 to June 12, 1992 was regularised by the then Urban Development Minister. The licence was revoked and terminated with effect from June 13, 1992, but somehow or the other, she is continuing to occupy the premises till date. The period upto June 12, 1995 has been regularised by the Cabinet Committee on Accommodation. Thereafter, she was permitted to stay in the house by the Urban Development Minister on payment of damage rent. According to Mr. Tulsi, the damage rent of the house is about Rs. 13,255/- p.m. and despite the bills having been sent to Ms Raj Usha Chopra, she has not paid a penny of the damage rent till date. The damage rent due from her upto November 13, 1991 was Rs. 1,05,414/-. The amount due from has till April 30, 1996 is Rs. 1,71,689/-. Mr. 'Tulsi states that under directions of this Court, a notice has been issued to her and to all other similarly situated persons to pay the arrears of rent due from them within three weeks. The period of three weeks is not as yet over. In case the amount of damage rent due from her is not paid by Ms. Raj Usha Chopra in response to the notice already sent to her, she shall be evicted from the premises within 15 days thereafter. A supplemental notice to this effect be sent to her by tomorrow. 3. Pursuant to this Court's Order dated 23rd April, 1996, Shri S.K. Mishra, Joint Secretary in the Cabinet Secretariat has filed an affidavit. In para 5 of the affidavit it has been stated that a sum of Rs. 1,41,682/- payable by Mr.

Mishra, Joint Secretary in the Cabinet Secretariat has filed an affidavit. In para 5 of the affidavit it has been stated that a sum of Rs. 1,41,682/- payable by Mr. Romesh Bhandari in lieu of his occupation of house No. 18, Akbar Road, New Delhi has since been remitted to the Directorate of Estate on May 1, 1996. Mr. Tulsi confirms that the amount has been received. The Director of Estate, who is present in Court, further informs us that some amount has been received from the NCT Delhi Administration. He may place before us on the next date of hearing the exact amount received from the Delhi Administration. He may also state whether the entire outstanding amount has been cleared or some amount is still due from any of the quarters.
