JUDGMENT : I.A. No. 32 1. Dr. P.C. Chaturvedi Scientist 'D' (Director), Central Pollution Control Board, North Western Region, Chandigarh has filed an affidavit. He has stated in the affidavit that during the years from 1962 onward the water levels have been declining. So much so that during the years 1971-83 the fall in water level was from 4 meters to 8 meters. There was further fall of water from 4 meters to more than 8 meters during the period 1983- 95. It is also concluded in the affidavit that enhanced pumpage has resulted in the water level declining. Mr. M.C. Mehta, petitioner has contended that the Union of India and the State Government be directed to stop the indiscriminate digging of the water pumps. It is also stated that at present no permission is required to dig water pumps any where in Delhi. We issue notice to the Union of India through Secretary, Ministry of Water Resources and to the M.C.D., Delhi Administration through its Chief Secretary. 2. List on 19th July, 1996.
