JUDGMENT : 1. The learned Solicitor General reported that certain action has been taken in the meantime by the Govt. agencies, which is as follows: (i) The sanction has been sought from the competent authority under section 19 of the Prevention of Corruption Act, 1988 for prosecution of the following persons holding at present the rank of Cabinet Ministers in the Union Cabinet, namely; (i) Shri V.C. Shukla (ii) Shri Balram Jakhar (iii) Shri Madhav Rao Scindia. The learned Solicitor General added that the logical further consequent steps for their prosecution are to be follow soon. (ii) The charge sheets have been filed in the Special Court for CBI, Delhi today against the following persons namely; (i) Shri Arif Mohd. Khan (ii) Shri Pradeep Singh (iii) Shri Devi Lal (iv) Shri Kalpnath Rai (v) Shri Arjun Singh (vi) Shri L.K. Advani (vii) Shri Yashwant Sinha (iii) Investigation against the remaining public . servants and others is continuing and further necessary action to complete the proceedings is expected early. 2. This statement is placed on the record. 3. The learned Solicitor General then prayed for a suitable direction to ensure expeditious trial of all the cases by the Special Court, Delhi. He submitted that all the charge sheets till now are filed in the Court presided in by Shri V.B. Gupta. We consider it appropriate that all these cases, including those in which charge sheets are to be filed hereafter, be tried by the Special Court presided in by Shri V.B. Gupta; and that the services of Shri V.B. Gupta be utilised exclusively for the trial of these cases only to ensure speedy disposal of these cases. For this purpose, we request the Delhi High Court to issue necessary orders in this behalf and such other consequential orders as it may consider necessary. 4. In view of the nature of these cases and the kind of pressure under which all the officers concerned with these investigations and prosecutions in the several departments are functioning, we direct the concerned authorities to provide to each of them adequate security and such other assistance as may be necessary for this purpose. The Revenue Secretary, Shri M.R. Sivaraman and the CBI Director, Shri K. Vijaya Rama Rao will identify these officers to the concerned authorities for this purpose. 5. To ensure full compliance of these directions, we request the learned Solicitor General to convey to the concerned authorities these directions and the significance of a strict and early implementation of these directions. 6.
