JUDGMENT : 1. The affidavit filed by Mr. D.S. Jain, Registrar in the office of the Welfare Commissioner, Bhopal of July, 1996 given details regarding the payment of compensation in Annexures `A' and `B' thereto. The petitioner and the learned counsel for the victims would like to file their responses within two weeks. The matter will come up within two weeks thereafter to enable the counsel for the Union of India to respond thereto. 2. The grievance made in the reply affidavit of the petitioner is that from September, 1992 to 15th August, 1993 the State Government invited claims from victims for interim relief on the basis of voter's list, ration card and Government certificate etc. and almost a lakh of persons responded thereto. It is further averred that is the second phase from 16.8.93 to 28.3.94 the claims of children were invited on the basis of their parents/guardians claims and even though those claims have been filed, no interim relief is being granted, with the result that some victims have in sheer frustration, taken recourse to Civil Courts for securing interim relief. The learned counsel for the State of M.P. has not responded to the averments in the affidavit filed way back on 4th March, 1996. As a last opportunity, we grant him time of three weeks to respond. He will respond to the other claims also made in that affidavit so that a final view can be taken in regard thereto. Let the matters come up after four weeks.
