JUDGMENT : Item A' of the Office Report dated August 5, 1996 1. We have heard Mr. R.S. Suri, learned counsel appearing for the Delhi Water Supply & Sewage Disposal Undertaking, regarding the progress achieved till date in the construction of Sewage Treatment Plants at various places in Delhi. An affidavit by Mr. D.D. Dubey, Chief Engineer, has been filed on behalf of the Undertaking. Along with the affidavit, the progress in the construction of STPs has been indicated in the Chart annexed therewith. According to the Schedule agreed upon before this Court all the STPs are to be completed and commissioned by March 1997. The Chart indicates that most of the Projects are likely to be considerably delayed. Mr. Suri states that so far as the Plant at Mehrauli is concerned, the land has not as yet been made available. The land is the subject matter of litigation which is pending before this Court. The Judgment is reserved. 2. So far as the plant at Rohini and Corronation is concerned, Mr. Suri states that the Contractors, viz., M/s. Hydraulic & Engineering Works & Tata Consultants Ltd. have been entrusted with the work. Mr. Suri states that the work is behind schedule. Mr. Dubey may get in touch with Mr. C. Balaraman of the Hydraulic General Engineering and Mr. T.K. Mehta of M/s. Tata Consultants Ltd., and make them realise the importance of works which are being constructed under the directions of this Court. We have no doubt that the contractors shall speed up the work and do the needful. 3. The other Projects regarding STPs are also behind schedule. We direct Mr. D.D. Dubey, Mr. Anand Prakash, Mr. K.C. Jain and Mr. Rakesh Mohan to be present in this Court on August 30, 1996 at 2 p.m. These officers shall pin-point in detail all the difficulties and obstacles which they are facing in the completion of the work in accordance with the schedule. Mr. Suri has further contended that so far the ancillary work is concerned, various Departments like DDA, NDMC, Delhi Cantonment Board, Railways, Police, Irrigation and Flood Department have to play their part. 4. We direct all these Authorities to co-operative with the Undertaking in carrying out this Court's Order. 5. To come up on August 30, 1996.
