JUDGMENT : 1. Mr. Harcharanjit Singh, Director of Estates, Ministry of Urban Affairs has been assisting this Court for the last about two years. The learned counsel and other officers assisting us in this matter are likely to be handicapped in his absence. We have been told that he has earned his promotion in the normal course and is to be posted out of the department. He was to join the promotion post in July, 1995. Mr. D.P. Gupta, who is the Chairman of the Committee assisting this Court, states that at the request of the Committee, Mr. Harcharanjit Singh has not been relieved and is still working as Director of Estates. Since then he is working there. We are in the process of winding up this work and his assistance is needed for a short while in the future. We, therefore, request the Government to protect his pay and scale to which he is entitled in the promoted rank. 2. Mr. Tulsi in his capacity as Additional Solicitor General has been very ably assisting this Court in these matters. It was in fact at his instance that this Court took cognizance of this matter. He resigned from the office of Additional Solicitor General. He is a member of the Committee which is assisting this Court. Even otherwise we need Mr. Tulsi's help and assistance. We request Mr. Tulsi to assist us in this matter till it is finally closed. Mr. Tulsi present in Court has accepted out request.
