JUDGMENT : 1. Written submissions of Shri Muralidhar are taken on record. 2. Shri Muralidhar has also pointed out certain portions of the Report of the District Judge, Agra dated 27th September, 1996 to indicate the serious irregularities which are continuing in the Agra Protective Home. One of the serious matters mentioned therein relates to Shri Ram Kushwaha, Rescue Officer, Agra against whom serious allegations have been made by several inmates and no action has been taken so far to even remove him from that place in spite of the District Judge's report to this effect made to the concerned authorities. In view of the seriousness of the matter and the apparent total apathy of the Government of Uttar Pradesh to take the necessary action to check these irregularities and the inability of learned counsel for State Government to give any response to the same, there is no option left for us except to direct the personal appearance of the Secretary, Women's Welfare Department, Government of Uttar Pradesh. We, therefore, direct that officer to remain present in person on 13th December, 1996, the next date of hearing. We also direct that the response of the Government of Uttar Pradesh be filed on affidavit by the next date, to the written submission of shri Muralidhar and the contents of the Report of the District Judge, Agra. Learned counsel for the Government of Uttar Pradesh is required to ensure presence of the concerned officer in the court on the next date of hearing. 3. List on 13th December, 1996.
