JUDGMENT : 1. We have perused the report given by Dr. J.S. Bajaj on our request. The contents of the report are quite revealing and prima facie indicative of some serious lapses by some persons involved in the performance of the exercise in question. We also find no reason to keep this report confidential. It relates to a matter of public interest and the contents of the report should be known to all concerned. We, therefore, direct that the report to be taken on record. A copy of the same be supplied to the learned counsel for the petitioners as well as the learned counsel appearing for the Hochest India Ltd. The response, if any, to this report be filed by the Govt. of India and the Hochest Co. within 1 days. The Govt. of India in its report should state clearly the action which it proposes to take on the basis of the report of Dr. J.S. Bajaj. 2. List the matters on 16.12.96.
