JUDGMENT 1. Mr. M. Veerappa, learned counsel for the State of Karnataka, submits that the Justice Venkatesh Enquiry Commission has submitted its report and that the report awaits consideration by the Cabinet. It transpires that the report was submitted about a year ago and the Cabinet has not yet found time to consider it. We, therefore, direct that a copy of the report shall be placed before us, if necessary in a sealed cover, to enable us to ascertain whether the Commission has identified those who have suffered as a result of the State-called Bandh on 13th December, 1991, and made recommendations in regard to how they should be compensated. We also direct the State Government to place on affidavit the reason why the terms of reference of the Commission were confined to Bangalore city and not to the entire State or at least the Kavery basin. 2. Adjourned for 4 weeks. We make it clear that no further adjournment shall be granted in this behalf.
