JUDGMENT : 1. A draft scheme for the consideration of the Court has been prepared by the learned counsel as per the requirement of the Court and the earlier order of 22.9.95. We are grateful to counsel for having prepared the draft scheme. We would, however, like counsel for the various States to apply their minds to the draft rules and if there are any suggestions, to convey the same to Mr. Mukul Mudgal within a week's time. Let the matter come to after two weeks.
