JUDGMENT : 1. For reasons which we will indicate hereafter, we allow Civil Appeal No. 1795/96 set aside the High Court order impugned therein and we dismiss Civil Appeal No. 3677/96. Consequently, the Election Petition will stand dismissed. There will be no order as to costs.
